OU academics on REF 2029 pilot panels

In preparation for REF 2029 (Research Excellence Framework), three Open University (OU) academics have been invited to join panels to conduct REF 2029 People Culture and Environment (PCE) pilot assessments.

Professor Kevin Shakesheff, Pro-Vice-Chancellor, Research and Innovation, has been appointed co-chair of the REF People Culture and Environment pilot panel for Unit of Assessment (UoA) 3: Allied Health Professions, Dentistry, Nursing and Pharmacy pilot panel

Shonil Bhagwat, Professor of Environment and Development and Paul Lawrence, Asa Briggs Professor of History, have also been appointed as members on the UoA B07 (Earth Systems and Environmental Sciences) and UoA D28 (History) pilot panels respectively.

Assessing research excellence

The PCE element is a new addition to REF, the UK’s system for assessing the quality of research in UK higher education institutions. REF first took place in 2014 and most recently in 2021. The next exercise is planned for 2029.

REF 2029 will employ an expanded definition of research excellence, recognising the wide range of research, roles, and people that are essential to the vitality of the UK’s vibrant research system.

A key part of this expanded definition is the PCE element, and this will be further informed and developed through the findings of the pilot exercise. 

Sharing their thoughts on the PCE pilot, Professor Kevin Shakesheff, and Professor Carmel Hughes, Professor of Primary Care Pharmacy, Queen's University of Belfast, co-chairs of the PCE pilot panel for UoA 3, said:

“We are excited about the opportunity to help our research communities shape the future of this important aspect of REF. Universities and Research Institutions are enhancing the environments they create and the support they offer to staff and research students, but it can be difficult to assess this fairly and transparently. We hope to learn from the pilot submissions and help develop a PCE process that is respected by research communities.”

Informing REF 2029

In the pilot, a broad sample of 40 Higher Education Institutions will produce submissions for assessment by the pilot panels across a selection of REF UoAs.

Feedback from the pilot panels will inform the REF 2029 guidance on PCE.
